The Federal Railroad Administration (FRA) has issued a train horn noise regulation that requires testing of all train horns. Metro-North is hoping to receive a waiver from the FRA that will greatly reduce the number of open air tests required by allowing testing within an acoustical chamber that contains the noise. Metro-North has hired an acoustical expert to assist in putting together the waiver request for alternative testing, and the consultant will need to take a limited number of open air tests during the weeks of August 24, 2009 and August 31, 2009 during the hours of 9:30 AM and 4:00 PM. As the testing is weather, wind and temperature dependant,
the specific date and time cannot be identified ahead of time. The open air tests results will be compared to those measured within the acoustical chamber to demonstrate that the use of the chamber will supply comparable and reliable results. As the regulations require that each test involve a sounding of the horn for ten (10) seconds, Metro-North requested the Village assistance in alerting the community that the testing will be taking place.
