A meeting of the Comprehensive Committee of the Village of Croton-on-Hudson was held on Thursday, May 31, 2001, at the Municipal Building, One Van Wyck Street, Croton on Hudson, NY 10520.

The following members were present:

Also present:   Paul Buckhurst of Buckhurst Fish & Jacquemart
                Nancy Shatzkin of the Croton Housing Network

Call to Order

The meeting was called to order at 7:00 pm.

Presentation by Nancy Shatzkin of the Croton Housing Network

Chairman Gallelli explained why Ms. Shatzkin was asked to speak at this meeting.  The Village has made a commitment towards affordable housing.  The Comprehensive Plan will state the goals and objectives of the Village.  The second part of the plan will make specific recommendations on how these goals can be implemented.  What recommendations does the Croton Housing Network have to support the goal of increased affordable housing in the Village

Ms. Shatzkin made the following points:

The Croton Housing Network is an independent not for profit organization which arose out of a task force appointed by Mayor Bogardus in the mid-80s’.  The task force was set up to address the overall issue of affordable housing in the Village.  Its first project was a gift from the Village that was sold by lottery to qualified applicants.
In the past the CHN has seized opportunities to create affordable housing units – the CHN is now attempting to implement projects as a result of their studies and plans.

Previous successful projects have been:  Bank St, Mount Airy Woods, Westwinds, and Brook Street.

Currently working on Half Moon Bay.

Now working with the Croton Senior Citizens.  Looking at sites to build apartments for seniors.  The Seniors have developed a survey to see what people are looking for – seniors on limited incomes – and seniors of some means.  There are currently no rental opportunities in the village – the priority is with low-income seniors but also seniors as a whole.

Also looking at the concept of shared housing – communal kitchen and private living space – like an old Victorian house with a large kitchen and many bedrooms.  This concept might require support from social services.  This concept is for very-low income people.

Previous ineligible applications for existing projects came from people from Croton who had too low an income – could not afford rents.

CHN is really aware of need for housing at the lower end – have had successful projects but nothing to be available for the lower end.

In Westchester County there is a 3-year waiting list for Section 8 certificates – which are used to pay rent

Grants from federal funds can be obtained to build affordable housing.  Funds are needed to maintain the building.
New idea for seniors - the CHN would purchase the senior’s house at market price – use it for lower income housing – build an apartment house for seniors.

Ms. Shatzkin left at 8:15 pm.

Public Hearing on Local Laws recommending zoning changes

The Light Industrial and Commercial Districts and Moratorium Extension  will be addressed at the Public Hearing scheduled for June 7, 2001.  Chairman Gallelli told the committee that the Public Hearings would most likely be continued to the June 18th meeting.  Frank Fish will give a presentation at the June 4th meeting.

Continuation of design guidelines on gateway areas.

Mr. Buckhurst handed out a packet which showed design recommendations and alternatives for the Municipal Place gateway and a picture of the existing Harmon gateway with a list of design guidelines for Harmon.  

Mr. Carlson asked about creating designs which would incorporate lots that currently had existing buildings on them.  

There was then a discussion of how useful it would be to develop designs which could only be achieved by taking over private buildings or lots.

The committee members agreed that they would like Mr. Buckhurst to go another step to show what would happen if Village took over certain properties.

The design guidelines for Harmon will include:

Relocation of overhead utility lines below ground along S Riverside Ave.

Screen surface parking lots:  planting between sidewalks and lots

Improve quality/location of commercial signage

Gateway signage needs at junction of Croton Point Ave and S Riverside Ave

Add additional street trees – especially along S Riverside Ave

Encourage brick facing to buildings to achieve more coherent building image

Retain/enhance views from S Riverside towards river

Provide amenity/feature within grass area adjacent to Exxon Gas Station and Croton Point Avenue )e.g. Street clock, sculpture, etc.)

The committee members made additional suggestions:

Add more controlled curb cuts
Add minimum buffer between sidewalk and on-site vehicles
Add bus shelters
Specify sign concepts for gateway areas
Bicycle paths

O-1 area in North end of Village

Chairman Gallelli made the suggestions of keeping the idea of a buffer, control curb cuts, and extend the idea of the stone walls that already exist along 9A in the north end of the Village.

Writing of the Plan

Mr. Buckhurst suggested that he would provide a list of issues.  The committee could use this list to prioritize their issues.  It was agreed that the committee would meet on their own to discuss these issues before meeting again with Buckhurst Fish.

Meeting Dates

The next meeting was set for June 20th  at  7:30 pm.

The next meeting with Paul Buckhurst would be July 7:30 pm

Approval of Minutes

The minutes of April 26, 2001 were approved as corrected.

The meeting was adjourned at 10:00 pm.
