Planning Board Minutes 10/23/07



A regular meeting of the Planning Board of the Village of Croton-on-Hudson, New York was held on Tuesday, October 23, 2007, in the Municipal Building.

                       Also Present:    Daniel O’Connor, P.E., Village Engineer

1.      Call to Order:

The meeting was called to order at 8:00 P.M. by Chairman Kehoe.
2.      Old Business:

Nextel of New York, Inc., New Cingular Wireless PCS, LLC and Omnipoint Communications, Inc. – Referral from the Village Board for a Special Permit for the Collocation of a Personal Wireless Services Facility at the DPW Facility, Veteran’s Plaza – Report from the Village’s Consultant, Frederick P. Clark Associates

Mr. Robert Gaudioso, representing Nextel and Omnipoint, was present to review data sent to the Village Board, dated 10/8/07.  Mr. Gaudioso spoke of the crane test use at the site; they are still testing the site trying to coordinate crane testing with radio frequency testing.  Decision was made to do multiple testing for each carrier.  Retesting will take place on October 27, 2007.  Report will be available within the next 45 days.  RCC report will come after Mr. Gaudioso’s report and not before 30 days.

Visual report was reviewed.  There was much discussion on visibility, height and color of towers.  The discussion of the possible color of the tower was discussed from the various view points one being the Hudson River and the other being from the land areas.  The tower color from the river view could be brown since the background of the tower would be the forested hills.  The tower color from the land views could be a blue since sky represents more of the background area.  Mr. Gaudioso recommended a specific color blue (more a grayish blue) for a possible tower color.  The tower could also be left galvanized.  Mr. Gaudioso promised to bring in colored photographs of (two) cell towers situated in the Town of Bedford and the cell tower situated in the area of the Hawthorne State Police Headquarters.  Mr. Fannon was concerned about how the antennas being installed around the monopole would look.

Ms. Allen had questions about the technical diagram submitted.  Mr. Gaudioso would bring in more empirical data about the way the diagram was put together.

Mr. Michael E. Landler of Frederick P. Clark Associates was also present. Data from his memo, dated October 18, 2007, was reviewed.  Numerous changes were suggested to the Full Environmental Assessment Form.  Mr. Landler would make these changes and submit to the Planning Board for their review.

Minutes of the previous meeting, September 25, 2007, were adopted with one correction, an insert.

Page 7, paragraph number 2 – “Mr. Fannon noted . . . .   He would be in touch. . . . Ms Allen asked, “What policy do we have in place for involving the environmental consultant and make sure that he gets on the site at the right time.”

There being no further business, Mr. Luntz made a motion that the meeting be adjourned.   Ms Allen seconded the motion.  The meeting was adjourned at 9:15 P.M.
