August 15, 2012
Meeting:~Monthly VEB meeting held on Wednesday, 8/15/12
Schedule: Convened at 7:30PM, concluded at approximately 9:00PM
Present:~Board members Doug Wehrle (Chair), Tom Smith, Valerie Leis,~Mark Flaherty, Joe Sperber, Trustee Greg Schmidt
Guests:~Domenic Tolli from Signs Inc., Steve Chester (sign maker for Pronto Pizza), and Valerie Horowitz from Children’s Space

1) New sign proposal for Phelps Imaging

  • Domenic Tolli present as Signs Ink (sign-maker) representative
  • New business located in Shop Rite Plaza, next to RD Flooring, in the former Napa Auto Parts space
  • The sign is comprised of Phelps corporate mandated logo/colors, so there is little that can be changed
-The Board:

  • The sign proposal was fully approved by the VEB, despite some design concerns

2) New sign proposal for Pronto Pizza

  • Sign maker Steve Chester present
  • New business located in the former TK Casquerelli’s space in the Shop Rite plaza (next to R&D Flooring)
-The Board:

  • The VEB has several design concerns with the proposed sign:
  • The word “Restaurant” is too large
  • The name of the business is too small
  • “Brick Oven” should be the focal point of the sign as it defines a key attribute that makes the business special
  • The VEB suggests a less “industrial” style font
  • Propose revised color scheme incorporating green and red
  • The VEB via Tom Smith provided 3 alternative designs to Steve Chester for his/his clients consideration (hand drawn)~
3) Sign proposal for Children’s Space

  • Owner Valerie Horowitz present
  • Pre-existing, well-respected day care business in Croton
  • New sign to be placed in the same location as existing sign
  • New sign designed to better match the color scheme of the building
-The Board:

  • The VEB approves the proposed sign design, with some minor suggestions:
  • The VEB suggests that the tag line “A Preschool Community” use a different font than the business name in order to better call attention to it
  • There were also some minor color change suggestions and these will be sent from the VEB to the sign maker (Signs Ink) for consideration
  • Valerie was very open to our suggestions FYI
4) New VEB members

  • VEB members have made suggestions for Sandy Hardy’s~replacement
  • Mark Flaherty will be relocating to the west coast and his seat will become vacant in October, so there will now be 2 VEB seats open
  • Seana O'Callaghan (Green Growler owner) and new Croton resident Seth Faber will attend the September VEB meeting as candidates for these open seats
  • Both candidates have submitted the required information for VEB inclusion and both are promising candidates who are eager to get involved in the community further
5) Upcoming sign proposals (FYI)

  • Hudson Valley Imaging/Physical Therapy Center (Next to R&D Flooring in the Shop Rite Plaza)
  • The new Black Cow location in the upper village (located in the former Wonderous Things location)
  • The new Craig Purdy (owner of Umami) Moroccan/French Bistro in the upper village (located in the old Bella Paula restaurant space)
*As a reminder/refresher on the report from the April meeting minutes:

*It is a village code that every 2 years the VEB should submit an updated assessment on the visual landscape, along with recommendations on how to improve and protect the landscape (last report was 1985, which the board has reviewed)

*The VEB will begin the process of creating a new Visual Environment Report by identifying key locations with natural/man-made attributes to be protected and/or improved or enhanced.~ The report will be organized along the lines of the Village’s natural and man-made attributes.

*The report will start with an assessment of the visual resources identified in 1981 and 1985.~ A very preliminary list of resources discussed, many of which were noted in the previous reports, include the Hudson River/waterfront, Croton River/Gorge, Bethel Cemetery/historic Bethel Chapel, historic Harmon sales office, The Aqueduct Trail, Quaker Bridge, Croton Point Park, Croton Landing, Senasqua Park, Brinton Brook Sanctuary, The Arboretum, Duck Pond & Park, Municipal Building, Kaplan Pond, Wine Cellars at Croton Point Park, and the trail system overall.

*The report will likely be constructed on a template that allocates a page to each visual resource.~ Advances in technology will incorporate images in each page, allowing the report to be made available electronically on the Village Web site.~

The Board:

*Doug Wehrle will create a preliminary draft layout and first partial draft~of the new report for discussion

*Mark Flaherty will create a one-sheet template for each notable visual resource that contains pertinent information such as photo, history, significance to the village, etc.

* Valerie Leis will begin photographing resources identified in the previous reports likely to be included in the forthcoming edition, along with other candidates as may become identified.
