WATER CONTROL COMMISSION MEETING MINUTES OF JANUARY 19, 2000


A meeting of the Water Control Commission of the Village of Croton-on-Hudson, New York, was held on Wednesday, January 19, 2000.

MEMBERS PRESENT:    Doug Garbarini, Chairman
                             John Sasso
                              Sally Odland
                              Mark Goldfarb


MEMBERS ABSENT:       Stuart Greenbaum


The meeting came to order at 7:30 P.M.


APPROVAL OF MINUTES:

11/17/99 - Goldfarb - Made Motion to approve as submitted
                Odland - Second the Motion
               Vote:  4-0   Goldfarb, Odland, Garbarini, Sasso

12/15/99 - Approval held over until the next meeting.



HEARINGS:

There were no hearings scheduled for this evening.


DISCUSSION:

Velardo/Property
Riverside Avenue
Section  67.19  Block 1 Lot 4


The applicant was not present for the discussion

The original application was submitted to the Planning Board for a sub-division approval.  It was the Planning Boards recommendation that the applicant discuss his plans with the Water Control Commission for a determination as to whether or not a hearing is required.

After reviewing the plans the Board expressed their concern with respect tot he direction of water flow in this area, erosion control measures and the possibility that fill may be needed.

The Board requested the applicant revise the plans to show all of the areas that are located within 120 ft. of a wetland and to stake the areas of disturbance that will overlap 120 ft.  

The Board scheduled a site visit for January 19, 2000, at 10:00 A.M.

The Board requested staking to take place prior to the scheduled site visit on January 29, 2000.

OTHER DISCUSSIONS:

EARTH DAY

Garbarini - Stated that John Goplerud, Chairman of the Conservation Advisory Council, had suggested the Water Control Commission have a booth that would provide educational information with respect to the environmental concerns of the Village.


The Board stated that they would consider the suggestion.

BOAT LAUNCH PROJECT/RAILROAD TIES

Garbarini - Stated that the Waterfront Advisory Committee will be meeting on January 20, 2000 at 7:30.  One of the items of discussion will be the removal of railroad ties and perhaps having the National Guard assist us in the removal of the ties.  There will also be a discussion with respect to monitoring of these areas before and after removal.

There will also be a discussion with respect to some of these areas providing nesting/habitats. There will be a meeting with respect to this on February 2, 2000.  

Garbarini - Suggested the Board Members try to attend these meetings.
