WATER CONTROL COMMISSION SITE VISIT MEETING MINUTES OF MAY 1, 2000

A meeting of the Water Control Commission of the Village of Croton-on-Hudson, New York was held on May 1, 2000.

MEMBERS PRESENT:  Doug Garbarini, Chairman
                          John Sasso
                          Stuart Greenbaum
                          Sally Odland
                          
The meeting came to order at 6:30 P.M.

DISCUSSION:  

Georgianna & Bring Mitchell, 12 Prickly Pear Hill Road, Section 67.15 Block 1 Lot 15.  Request for Determination with respect to a proposed addition.

Jim Breen  and Peter Cole, Architect, 5 South Greeley Avenue, Chappaqua, N.Y. represented Mr. & Mrs. Mitchell.

Mitchell -  I am proposing to build a garage with a studio above it.  It will be level with the first floor of the existing house.  There will be no changes to the entrance of the driveway.  The new driveway will extend to the area of the stakes. (The property was staked prior the site visit.  The area referred to was staked to the right of the property and it was determined that the distance between the stakes and the wetland (Brook) was 40 ft. at the closest point).  The tree in this area will remain. (Identify tree).  We have no intent on changing the existing driveway area.  We are only extending it.  The reason for constructing the driveway like this is to save the existing maple tree (located on the left front area of the property nearest the house).

Greenbaum -  Suggested that perhaps the applicant could use the rear right location of the property for the construction instead of using the area that is so close to the brook.

Cole -  The proposed garage will be in front of the existing deck.  The area you suggested will be a problem.  The grade will be too high.  We are not changing the configuration and the grades are better in the proposed area.  The area you are suggesting will bring it a whole grade below the existing level.

Discussion followed over plans.

Garbarini -  Is there any way you can reduce the disturbance in this area?

Cole - 30 ft. is the bare minimum we can use.  The wall will be a uniblock wall.

Odland -  Expressed concern with respect to oil spills, etc., from the driveway seeping into the brook.

Cole -  You can pitch the driveway.

Discussion followed over options for pitching the driveway.

Odland -  Will You be using gravel or paving.

Breen -  Gravel, like the existing driveway.  A few trees will have to be removed.

Garbarini -  Do you have any plans (drawings) for the driveway yet?

Mitchell -  No.  Not yet.

Garbarini -  Will you have a swale in it?  Will you be filling in the grassy area.  

Cole -  No.  We want to keep a natural setting.

Garbarini -  There is already a bit of a natural swale.

Odland -  How high did the stream get during our last storm (Floyd)?

Mitchell -  It did not come up stream level.

Odland -  When are you planning to start construction?

Breen -  As soon as it is OK with the Water Control Commission and the Building Department.

Garbarini - Requested they direct drainage away from the stream and the piling of materials are to be located as far away from the stream as possible.  The standard erosion control measures of silt fencing, hay bales, etc., will be required.

Mr. Mitchell agreed.

It was the Boards determination that a hearing should be scheduled for May l8, 2000 at 7:30 P.M.


The Board requested the Contractors/Architects submit details for the construction of the wall, drainage and proposed addition.

The applicant and his Architect/Contr. agreed.

HALF MOON BAY:

Garbarini - It has been requested that we extend the Wetlands Activity Permit for Half Moon Bay.

Odland -  Made Motion to extend the Wetlands Activity Permit for Phase III, IV, V.

Sasso - Second the Motion
