WATER CONTROL COMMISSION MEETING MINUTES OF MAY 18, 2000

A meeting of the Water Control Commission of the Village of Croton-on-Hudson, N.Y. was held on May 18, 2000.

MEMBERS PRESENT:  Doug Garbarini, Chairman
                               John Sasso
                               Sally Odland
                               Stuart Greenbaum

The meeting came to order at 7:30 P.M.


APPROVAL OF MINUTES:

Greenbaum - Made Motion to approve the minutes of 5/1/00

Sasso - Second the Motion

Vote:  All In Favor -  Greenbaum, Sasso, Garbarini, Odland




HEARINGS:

James Breen/Mitchell, 12 Prickly Pear Hill Road, Section 67.15 Block l Lot 15. Section 67.15 Block l Lot 15.  Request for a Wetlands Activity Permit with respect to a proposed construction of an addition.

James Breen represented the applicant.

Garbarini - You have submitted new drawings since our last meeting.  Can you please explain the changes that have been made?

Discussion followed over plans.

Mr. Bring, 12 Prickly Pear Hill Rd., I am one of the applicants, my wife's name is Mitchell.  The top of the wall will be 6 ft. at the corner.  Tim Cronin, Contr. and the Architect Peter Cole detailed the wall.  The maximum distance will be 30 ft. close to the brook.

Bring -  We are proposing an area to store lumber and equipment.



Discussion followed over plans.

Bring -  There will be silt fencing and hay bales.

Odland -  Requested that drainage be directed away from the brook

The applicant and his representatives agreed.

Discussion followed over plans.

Garbarini -  You have l5 f. between the silt fencing and the wall.  Will there be any heavy equipment in there?

Breen -   No and there will be no disturbances.

Garbarini -  I want it within the 20 ft. buffer zone.

The applicant and his representatives agreed.

Breen -  It is longer than 30 ft. in that area.

Odland -  The staging are is also within 20 ft.  As long as you keep it restrict4ed to that distance it will be ok.

Garbarini - (Referring to plans.....) ...is this a pond in the back?

Bring -  No. It is a swimming pool.

Garbarini -  We would request no construction equipment on the side where the silt fencing and hay bales will be.

Breen -  No.  We will not have any construction equipment on that side.  It will be mostly hand work and then when the fill comes it will be done on the house side.

Garbarini - Put the hay bales and silt fencing up first.

Breen -  Oh, yes!  Definitely!


The hearing was closed.


Sasso - Made Motion to grant a Wetlands Activity Permit according to plans  dated 5/12/00 and with the following conditions:

             1.  Silt fencing shall be no closer than 20 ft. from the stream.

             2.  No construction equipment will be allowed on the erosion control side
                   where hay bales and silt fencing will be installed.

             3.  The staging of materials shall be confined to the already disturbed
                   parking area which is left of the existing driveway.
               
Greenbaum - Second the Motion

Vote:  4-0  In Favor  Sasso, Greenbaum, Garbarini, Odland



DISCUSSIONS:


C.A.C. Recommendations for Kaplans Pond:

Garbarini -  I guess they have not moved forward with this, so we should take a look and discuss this at the next meeting.  They have been trying to get the work done by spring,  but it has been canceled.  



Railroad Ties:

There will be a meeting on railroad ties next month.  West Point will come with persons to discuss this and Rick Herbek, Village Manager will be involved.  I will go.  If anyone else would like to attend that is fine.



Waterfront Revitalization Project:

Greenbaum -  The Water Control Commission would also like to be involved in the Waterfront Revitalization Project.

Garbarini -  I know they have awarded the contract and the Village has done some work itself.

Greenbaum -  I understand there are plans and blueprints.  There was some discussion among other Boards with respect to the by-pass and the picture tunnel.

Garbarini -  It is my understanding that there was to be a report on this.  

Garbarini - Requested the Water Control Commission Secretary check with Rick Herbek, Village Manager for the report.

Greenbaum -  There were also discussions with respect to  road paths, bike paths, pedestrian walkways, etc.  I have not heard anything and there was to be a meeting.

The Board requests the status on the above projects.
