WATER CONTROL COMMISSION MEETING MINUTES OF SEPTEMBER 20, 2000
A meeting of the Water Control Commission of the Village of Croton-on-Hudson, New York, was held on Wednesday, September 20, 2000.

The meeting came to order at 7:30 P.M.

DISCUSSIONS:
RAILROAD TIE REMOVAL:
Garbarini - There was a meeting at West Point on July 17, 2000. I have submitted items of interest to each of the Board Members with respect to the Croton Bay Railroad Tie Removal/Short Environmental Assessment Form and Coastal Assessment Form. The Waterfront Advisory Committee will look at it next week.
Watershed material published by the County was also submitted to the Board. The materials related to Buffers, Stormwater runoff, Wetlands, Septic Systems, Watershed Management, and Imperviousness.
Pending Actions: - Hudsonia is reviewing and putting together a proposal for sampling at Half Moon Bay for a period of two years to check the water quality, organisms count and bird count for migration, etc., to see if there is any difference since the last sampling. There will be two sites, one on the South side of the river and the other and towards the railroad parking lot, that will be tested as well as other sites.
Odland - How are they financing this?
Garbarini - They have received $50,000.00 from the State and the railroad is also contributing.
Sasso - I thought the figure was $80,000, but not all of it was for this project. Some of it was for the Boat Launch. That will not be approached until the Boat Launch is done?
Garbarini - They are still waiting for approvals from the Army Corp of Engineers and the State. They plan on doing it as soon as they get approval. The contractors will have to submit proposals on how they will work around the problems and how much it will cost.
DUCK POND:
Garbarini - When I reviewed the Duck Pond Plans I thought they were reasonable. Since it is a water body the Water Control Commission should take action. The Water Control Commission should be on record as supporting the project and recommend the project be completed as soon as possible. I am not sure about the timing of the project. They need to dredge before they can do any treatment. I believe they will start dredging in the spring.
Garbarini - Stated that he will prepare a formal memo to the C.A.C. with respect to this project.
NEW PIPE LINE:
Garbarini - From a water quality stand point, if we have any objections in terms of impact to the water-bodies at Croton Bay we should pass them on. We also should review the plans.
Odland - My main concern is with treated water or sewer over-flow.
Garbarini - A lot of sewers are dumped into the new sewer treatment plant and when you have a storm they overflow the capacity of the treatment plant.
Sasso - What happens to Croton Sewerage?
Odland - It goes to Ossining and gets treated there.
Garbarini - I believe it is pumped under the river near Van Cortlandt Manor.
Sally Odland agreed to be responsible for obtaining a copy of the plans for the Water Control Commission to review.
SEPRIO PROPERTY:
Greenbaum - I spoke to Rick Herbek, Village Manager and he has informed me that the proposal submitted by the Village was returned for re-write because it called for four alternative measures, therefore they could not fully comment. They requested the Village to re-submit the proposal. A proposal has been prepared and re-submitted for their review.
HUDSON NATIONAL/ENVIRONMENTAL TURF SCIENCES REPORT
Garbarini - I looked at the Environmental Management Plans to see what monitoring was supposed to be taking place. Besides Environmental Turf Sciences, Kary Ioannou, Village Engineer and Gregg Stanley are to look at the monitoring and the dams on a quarterly basis during the first year and on an annual basis thereafter. This includes the farm pond on an annual bases in the fall or spring of each year. I have not seen any reports. I spoke to Kary Ioannou and he said some reports have come in and he will speak to Greg Stanley. I have also spoken to Gregg Stanley. These reports should have been submitted to us but we have not received any yet. It may be appropriate for us to go along with them for a site visit. They are supposed to inform us (Water Control Commission) when they do it. I thought perhaps Dan Salzberg would like to come along.
The Board agreed to have an inspection some time in November.
Garbarini - Stated he will compile a letter to Gregg Stanley.
Greenbaum - Stated that there had been some problems with residents who objected to having their water tested.
The Board stated that the testing was in the best interest of the residents and could serve as an early warning sign to other residents in the area as well.
ARBORETUM:
Odland - I had a chance to go out to the Arboretum and the construction of the Boardwalk seems fine, but the staging area is a mess. I think there were rules for the staging area. It is not a lovely site. I noticed a piece of carpeting and trash. We should speak to them about this.
Greenbaum - I wonder if someone is dumping there?
Odland - I do not think you can drive in that area easily.
Odland - Offered to call Karen Bernard directly to see if something can be done about it.
WCC MEMBERSHIP:
The Board expressed their appreciation to John Sasso for remaining on the Board until the Board is able to find a replacement.
Odland - Stated that she had seen a notice in the Gazette that the Village is looking for a Water Control Commission Chairman.
Garbarini - Announced to the Board that he will be resigning as Chairman of the Board and the Village is looking for a replacement. The position of Chairman was also offered to any current Member that may be interested.
