WATER CONTROL COMMISSION MEETING MINUTES OF NOVEMBER 15, 2000

A meeting of the Water Control Commission of the Village of Croton-on-Hudson, N.Y. was held on Wednesday, November 15, 2000.

MEMBERS PRESENT:   Doug Garbarini, Chairman
                               John Sasso
                           Stuart Greenbaum
                           Sally Odland


The meeting came to order at 7:30 P.M.


APPROVAL OF MINUTES:

Odland - Made Motion to approve the minutes as corrected.

Greenbaum - Second the Motion

Vote:   4-0  In Favor



HEARINGS:

No hearings scheduled


SITE VISITS:

Hudson National Golf Club

Sally Oldland reported her findings during a recent site visit at Hudson National on November 12, 2000:


Odland - The wetland areas look very good.  There are only three areas where phragmities are coming in.  Gregg Stanley said he will take care of it.  Plantings are at full scale.  Bruce Donohue is also working with them.  It seems they are having problems with deer.  They may be changing the species of plants.


Odland -  Gregg Stanley had a question with respect to a tree near one of the wetlands.  The limbs are hanging.  There is one limb he would like to cut.  Do we want him to leave it natural?

Garbarini -  Suggested Sally Odland call and discuss this with Bruce Donohue.

Sally Odland agreed to do so.

Odland -  There was one other retention basin that was starting to vegetate.   Bruce Donohue was pleased with this basin, but it is now holding water.  Should we request Hudson National to clean it out?

Greenbaum -  If it is not acting as it was intended will it have a negative impact?

Odland -  Only if it can't hold the amount of run off it should be holding.  We should ask Bruce Donohue about this.

The Board agreed.

Odland -  There were no stressed plants.

Greenbaum -  What about the slope going into the Arboretum area?

Odland -  That also looked good.  There is not much iron in that area anymore.  They are getting a guaranteed flow and Gregg Stanley has not heard from the Arboretum in a long time.

Garbarini - There were also a few plastic bottles they said they would pick up.

Odland - Stated that the site visit was very positive and she felt Hudson National was in keeping with the expectations of the Wetland Permit agreement.

Greenbaum -  Suggested sending Hudson National a letter of commendation.

Garbarini -  We will do that when we receive the inspection reports for the dam and the water quality basins.   They are to be given to us quarterly.  We have not received them yet.  I have mentioned this to Rick Herbek.

Odland - I also suggest we put together a check-list for the next time so it will be easier to put together a report.

The Board agreed.

Duck Pond:

Rick Herbek (not present at the meeting) had sent a copy of two proposals that the Village received from Ocean and Coastal Consultants of Trumbull, Ct. regarding the dredging of the Duck Pond and the design of the water quality improvement program for the Duck Pond.

Mr. Herbek suggested in his memo that the Water Control Commission should invite Tim DeBartolomeo of Ocean and Coastal Consultants to discuss this further.  

Mr. Herbek also suggested the Board invite John Goplerud of the Conservation Advisory Committee, since it was their recommendation to dredge the Duck Pond.

Mr. Herbek stated in his memo that this matter has already been reviewed by the Waterfront Advisory Committee and Sally Odland, Water Control Commission Member, represented the Water Control Commission at that meeting.

Greenbaum - Asked Mr. Garbarini if this project was also including Kaplins Pond?

Garbarini -  Stated that Mr. Herbek only mentioned the Duck Pond.

Garbarini -  Apparently they have started to look at the Duck Pond in the area of Riverside Avenue where you come down the hill, that side of the bank is not that stable and they are afraid they may lose some of that.  Ocean Coastal Consultants are suggesting ways to protect and preserve that area.  They also mentioned some silt retention in that area.  The Village Board wants them to come before the Water Control Commission at our next meeting (December 20, 2000) to evaluate it.  

Garbarini - Requested a Board Member contact Tim Debartolomeo and John Goplerude to attend the next WCC meeting.

The Board agreed to have a site visit of the Duck Pond and to review that material that was submitted by Rick Herbek.  The Board will then decide if the proposals are acceptable and in terms with the Wetland Ordinance.

Note to the Minutes:

Mr. Herbek attached to his memo a copy of a Letter from Doris Daubney, 45 Bungalow Road, expressing her concerns with respect to the Duck Pond.

Garbarini -  Suggested contacting Jon Goplerud and ask for his opinion as to what should be done.

Garbarini -  Also suggested calling Bruce Donohue.

WCC Resignations:

John Sasso/Resignation:

Stuart Greenbaum - Announced that John Sasso will be leaving the Board and stated that he would like to thank John Sasso for his input and dedication to the Water Control Commission.

Garbarini -  We have appreciated your participation.

Sasso -  I have enjoyed working with the Water Control Commission and its Members and I commend the Chairman for his leadership and commitment.  I also would like to commend Sally Odland for her dedication and commitment and I consider her a great asset to the Board.  I want to thank all of the Board Members for their dedication and commitment and express what a pleasure it was to work with them as well as the Water Control Commission Secretary.

Odland - Thanked Mr. Sasso for his comments and expressed her gratitude for his commitment to the Board and stated that he was a great addition to the Board.

Garbarini/Resignation:

Garbarini - Announced that he will be resigning as of December 2000, and Sally Odland will be appointed Chairman of the Water Control Commission.

Odland - Graciously accepted the appointment as Chairman.



Inspections:

Odland -  Suggested that follow-up inspections be made of Wetlands Permits that have been issued in order to ensure that people are in compliance with the terms of their Wetland Activity Permits.

Garbarini -  Suggested inspecting the properties of the last few hearings and requested the Village Engineer or Building Inspector to report their findings to the Water Control Commission.
