WATER CONTROL COMMISSION MEETING MINUTES OF FEB. 28, 2001

A meeting of the Water Control Commission of the Village of Croton-on-Hudson, N.Y. was held on Wednesday, February 28, 2001.


MEMBERS PRESENT:        Sally Odland, Chairman
                                Mark Goldfarb
                                Charles Kane

ALSO PRESENT:                   Marc Albrecht, Prospective New WCC Member



The meeting came to order at 7:30 P.M.


APPROVAL OF MINUTES:


1/10/01 -  Odland - Made Motion to accept the minutes as corrected.

             Goldfarb - Second the Motion

             Vote:   3-0  In Favor



APPOINTMENT OF NEW WCC MEMBER:

Odland - Introduced Mark Albrecht as the prospective new member of the Water Control Commission.  

The WCC Members welcomed Mr. Albrecht and stated that they are looking forward to having him as a member.







New Business:


Half Moon Bay Phase III, IV, and V:


The Commission was in receipt of a letter from Robert Davis, Attorney for Half Moon Bay, requesting an additional one-year extension for the project.

Odland -  Half Moon Bay was originally granted a Wetlands Activity Permit on 4/2199 and an extension was granted on 5/1/00.  They were unable to start the construction when planned and have requested an additional extension.  They have also requested an extension from the Planning Board and the Planning Board has granted that request.

The Water Control Commission Members voted:

Goldfarb - Made Motion to Grant an extension of the Wetlands Activity Permit that was Granted on 4/21/99, for a period of one year.

Odland - Second the Motion

Vote:  3-0  In Favor




E.P.A./PCB Dredging Project:


Odland -   Charles Kane wrote a letter to the EPA. With respect to our support for the dredging.  He will forward a copy to the WCC Secretary for the File.



Duck Pond:

Odland - Samples have been sent to the County for analysis.  They are waiting for spring to start dredging.  We need to know if the soil will be suitable for landfill or topsoil.  We do not need a complete analysis.

Kaplan's Pond/Temple Israel:


Odland -  Kaplan's Pond has been designated as a protected area.  We need to insist on inspecting to find out where the Temple's septic system is located and if it is draining into Kaplan's Pond.    The leaching fields are near wetlands.  We need to conduct an inspection in the spring to check surface run-off.

The Commission agreed to schedule an inspection sometime in the spring of this year.

Odland -  We need to find out who services the septic and see if there is a topographical map available.  We need to write a letter to the County requesting engineering documentation that the septic is not draining into the wetlands.

Kane -  Suggested the Temple design some sort of a pumping station, which could service others in the area as well.

The Board agreed to schedule a site visit sometime in March or April of this year.

Odland -  We will need representatives from the Temple to accompany us (WCC) on the site visit.  We also need to contact the Board of Health and have the information requested prior to our site visit at the Temple.

Odland -  Requested the WCC Secretary to contact Kary Ioannou, Village Engineer and Temple Israel representatives to schedule a site visit in March or April.
