WATER CONTROL COMMISSION MEETING
MINUTES OF OCTOBER 17, 2001

A meeting of the Water Control Commission was held on October 17, 2001

Members Present:        Sally Odland, Chairman
                                     Stuart Greenbaum
                                    Charles Kane
                                     Marc Albrecht

Members Absent:          Mark Goldfarb


The meeting came to order at 7:30 P.M.


HEARING:

Daniel Maguire, 17 High Street
17 High Street
Section 67.20 Block 4 Lot 43.


Request for aWetland Activity Permit with respect to the installation of a catch basin and storm drain piping.
Tom Quartuccio, Represented Mr. Maguire -  Stated that the applicant was requesting a Wetlands Activity Permit to install a supplementary yard area drain and culvert pipe that will enable the applicant to reduce or eliminate the flooding of his property.

Mr. Quartuccio stated that the applicant does not plan to disturb or change the existing drainage pipes or channels and they do not plan to change the location where the storm water enters or exits the property.

Mr. Maguire and neighbors in the area expressed their concerns about the drainage issues in this area and the damage they have received during several storms.

Mr. Maguire described the extensive damage he received to his property during the Father's Day storm and hurricane "Floyd".

Discussion followed over plans

Mr. Maguire stated that he is also planning to install 18 inch curbing on his property line to serve as a spill way at the north end of his driveway.  This spillway will have no affect on the up hill neighbors.

The Water Control Commission stated that the Village is now in the process of a storm water drainage study in that area which may take a few years to complete.  The Board acknowledged the need for the residents in this area  to find a way to develop a drainage system that will prevent their properties in this area from flooding.

Mr. Maguire stated that he felt some of the drainage issues were coming from Mr. Heinke's property located on High Street and Hudson National Golf Course.

Mr. Quartuccio stated that the storm water now comes down an existing brook located on the "Heinke" property and is handled by a 15 inch and 18 inch underground pipe.  The purpose of this drainage system is to carry excess storm flows from the existing brook system, which is inadequate.

The Board stated that this area had drainage problems prior to the construction of Hudson National and Hudson National has extensive drainage plans and basins that are performing as they should be.

The Board suggested that the applicants engineer and the village engineer consult with Bruce Donohue, Environmental Consultant, who was involved with the original drainage plans for Hudson National.

Hearing was closed.

After Deliberation the Board made the following decision:

Odland - Made a Motion to Grant the applicants request for a Wetlands Activity Permit with the condition that the applicant's engineer consult with the Village Engineer to calculate an estimated flow velocity and the final plans are to be approved by the Village Engineer.  
 
Kane - Second the Motion
Vote:  4-0  In Favor - Odland, Kane, Greenbaum, Albrecht
