The meeting came to order at 7:30 P.M.

Velardo/Subdivision

Charles Kane - I was requested by the Planning Board to attend the May 6, 2003, Planning Board meeting, regarding the Velardo subdivision, Lot #3.  I created a two-page document and gave it to Ann Gallelli (document was not made part of the WCC record).  I attended that meeting and Ralph Mastromonico, Architect for the applicant, was looking for an Amended Site Plan approval for the new location of the house.  I explained to the Planning Board why we made the decisions we made.  The Planning Board accepted my explanation   The applicant has received his permit.

Greenbuam - I suggest that the construction that will take place is watched carefully to make certain that construction is according to all of the approvals.

Kane - Joel Klein, P.B. Member, was concerned about the remediation plans, because we did not specify the plantings that are to be planted.   We are to prepare that and give it to the Planning Board as soon as possible.

Altamura/327 Albany Post Road/67.14-3-8/Request to Amend Resolution dated 10/16/02.

Kane - We have received a letter from "North Wood Builders", on behalf of the Altamura's, requesting a revision to the Draft Amended Resolution dated 5/21/03 and the Original Resolution dated 10/16/02, to allow "Preserve Lumber" to be used instead of "cedar" as stated in the 10/16/02, Resolution and the 5/21/03"Draft Amended Resolution".

Kane- Made Motion to approve the request for revision of Condition #1 of Resolutions dated 10/16/02 and  Draft Resolution dated 5/21/03, and  Condition #1 shall read as follows:

1.      Use of "Preserve Lumber" is to be used in construction to prevent leaching of contaminants from lumber to the pond.

Westchester County Stream Monitoring Program:

Mary Cain, WCC Member, Stated that she has joined the Westchester County Stream Monitoring Program.  

Cain - It is a program that is county wide and last night was our first meeting.  The first meeting was related to physical and biological testing.  The next meeting will be related to chemical testing.  Saturday we will be conducting our first site visit.  Some of the site visits will be conducted in the area of the Ansville Circle, as well as other streams in the area.  I am trying to find a stream in the area of Croton. The site visits and testing will be conducted twice per month, every Saturday for two or three hours.

Letter from the Croton Yacht Club concerning dredging of the basin at the Croton Yacht Club.

Greenbaum - They may need permission from the State to dredge.

Kane - They may also need permission from us (WCC) and we need to be concerned where the material that is dredged will go after that.  The first work session with the Village Board is tomorrow night and I will be asking some questions.

There is an E-Mail from Maria Cudaquest that is attached to the letter we received from the Croton Yacht Club.  It is on the last page.

Storm Water Management Report:

There is a great deal of information in these packets.  I am sure that the Water Control Commission will be involved heavily with some of the decisions that will have to be made by our Planning Board.

They gave a breakdown for each sub-basin and total acreage, length, width and elevations.   I feel that we should have a full-scale review, but we need to digest all of the information first.  Barteluccii also recommended, reviewing the Village Laws for Wetland Codes and Regulations.  They also suggested, that any post activities in the downstream areas should be studied by a hydrologist to determine if any of the proposed activities will have an affect.   I feel we should have this as part of our approvals, that a hydrologist review will be needed to see the impact for the high-risk areas.

Kane - The report shows rainfall frequency's that "Bartellucci used to determine stream flows and in l999,  "Hurricane Floyd", was 7.2 inches and that is reflected the Daily Stream Flow Chart of the Croton River.  "Father's Day" was the other storm that damaged other properties in the High Street area.

Bartellucci presented the Storm Water Management Plan in his booklet and the illustrations are the same he used for the slide show at the Village Board Meeting. He also gave us a management summary as a handout.  His presentation was very, very interesting.  His booklet is self-explanatory.  It describes how the monitoring was done and how they walked the areas.  

The area of where the Condo's are located on Prospect and Old Post Road North, were illustrated in the presentation.  

 (A discussion over plans followed regarding Lot #10, which was recommended to be removed But Lot #10 was not listed.

The area of the "DeSantis" property and the retention basin that was installed was also discussed.

Bartalluci's Engineer's Report subdivided the whole village into twenty different sub-basins.

We will also be asking Rick Herbek, for a copy of the full study on a CD Ram.  If it is available.

Kane - Above High Street they want to put 10 terraces, along Old Post Road and up on Hillside to slow down the flow.   It has to be maintained and they suggest using wood instead of concrete I do not know the reasoning for this.   

Regarding Lot #44on Prospect, the WCC wants the whole drainage basin lot by lot.

Rick Herbek has also announced that there is a 30-day comment period.  Do we have any comments? He gave us his e-mail address.

The members of the public who attended the Village Board meeting were concerned about the golf club area. One of Bartalucci's proposals is a storm drainpipe near property on Prospect and also to direct the flow at High Street.

We need to consider how we can defer cost.

Bartelluci is saying a two-foot pipe from the storm basin to the top and down to the "Feit" property and after that a three foot in diameter pipe for a five-year storm.

They recommended to stop the flows above Old Post Road from entering the High Street area or improving the High Street area and its flows. That would be at the cost of the Village, but the down stream portion will probably be at the cost of the homeowners, which will be extremely expensive.

Greenbaum - This problem is due to what the property owners did to their own property to re-direct the drainage.
