WATER CONTROL COMMISSION MEETING MINUTES OF
OCTOBER 15, 2003

Meeting came to order at 7:30 P.M.
Announcement of the locations of fire exits.
HEARINGS:
Nathan & Andrea Aviram, 40 Lounsbury Road, RA-40 District. Section 67.16 Block 2 Lot 36. Request for a Wetlands Activity Permit with respect to a proposed deck.
Aviram - We are requesting a Wetlands Activity Permit for the construction of a deck. We are ten feet into the 20 ft. Prohibited Buffer Zone.
Greenbaum - What is the topography of the land?
Aviram - It is a downhill slope.
Discussion followed over plans.
Kane - After reviewing the applicants plans, file and application, it is determined by this commission that the requested application will be contingent upon the Building Permit being amended to include the existing pool.
Mr. & Mrs. Aviram agreed.
Greenbaum Is it all lawn from the brook to the pool?
Aviram - Woods and pacasandra.
Greenbuam - Will you leave that area wild?
Aviram - Yes, we will leave it wild.
Kane - We (WCC) are concerned about pollutants going into the streams and most of your deck is cedar which we are happy about.
Kane - Are there any other questions?
Cain - There is a very small amount of pressure treated wood being used, which is good
Greenbaum - I would like to see a condition that the property from the brook to the new wood fence is left wild and no pollutants such as pesticides, fertilizers or other pollutants be permitted to leach into the brook.
The applicants agreed to the condition.
Kane - Anyone else like to be heard?
Kane - Made Motion to Grant the application as submitted and with the following condition.
1. The property from the brook to the new wood fence shall be left wild and no contaminants, pesticides, fertilizers, etc., are to enter the brook.
2. An amendment to the Building Permit must be filed with the Village Engineer to include the "existing" pool.
Cain - Second the Motion
Vote: 3-0- In Favor - Kane, Cain, Greenbaum
NEW BUSINESS:
Croton Yacht Club Dredging:
Kane - The Issue of the Yacht Club dredging proposal was discussed at the last Village Work Session. We spoke about needing New York State permits and the Army Corp. of Engineers. There will be more meetings in the future on this. The yacht club will be working with the Village for the proposed dredging. The W.A.C. will also be involved with us. They do have a dredging proposal with engineering placed at the Seprio property and Hudson River Water pumped by the yacht club. All of the silt will be contained on site. Right now the duck pond is where these spoils will be. We have not gotten rid of the duck pond spoils yet. It may be going to the dump at Croton Point.
Storm Water Management Workshop:
Kane - I will be attending the Storm Water Management Workshop with several of the village employees.
Eagle Scout Proposal/Seprio Property - by Derek Brumleve:
Derek Brumleve is an Eagle Scout and he has submitted to us sophisticated diagrams for minor improvements for the boat launch area near the Seprio property.
The Board stated that they were in favor of his proposal, but would review it further and then submit their comments to the Village Board and send a copy to Derek Brumleve.
Westchester County Stream Site Sampling Program:
Mary Cain - Stated that county and its volunteers are strictly dealing with the Ansville Circle and Sprout Brook area. However, the reality of this project continuing is not happening unfortunately, it seems to be at a standstill at this time.
Prospective New Member:
Kane - Introduced Mr. Jason Stern, to the WCC Members, stating that the WCC was in receipt of a resume' sent by Jason Stern, for the position of Water Control Commission Member. Mr. Sterns Resume will be sent to the Village Board for their approval and appointment.
Mr. Stern - Stated that he recently moved from the city to Half Moon Bay and was very interested in becoming involved in local government and becoming more active in the community. Mr. Stern also stated that he was interested in waterways and felt that this would be a good committee to become involved in.
The Board Welcomed Mr. Stern and stated that he will be notified as soon as the Board appoints him.
