VILLAGE OF CROTON-ON-HUDSON, NEW YORK WATER CONTROL COMMISSION MEETING MINUTES OF NOVEMBER 5, 2003.

MEMBERS PRESENT:   Charles Kane, Chairman

The meeting came to order at 7:30  P.M.


HEARING:

John Hackenburg, 7 North Ledge Loop.  Located in a RA-40 District.  Section 68.17 Block 2 Lot 1.  Request for a Wetland Activity Permit with respect to a replacement footing for an existing deck.

Kane - We were concerned about using treated lumber.  I found a newspaper article that states that arsenic is no longer used in treated lumber.

Hackenburg - The support posts, beams, floor, roof, and interior joists will be cedar.  It will have metal roofing over it.  I do not think that needs to be treated lumber.

Greenbuam - The deck that is proposed will have the same footprint as the existing deck?

Hackenburg - It will be a foot narrower.  One-foot less wide.  The extra footing is to be able to design a better roof system to bear the weight of the roof.  If you look at the picture the roof cantilevers, instead of that, it will be straight across.

Greenbaum -  The footing will be how far from the deck?  

Hackenburg - Approximately 11 ft. away.

Discussion followed over plans.

Greenbaum - As water runs off the treated parts of the deck, what impact will it have if any?

Kane -  With the roof system that is planned, water will not have contact with the lumber.

Hackenburg - It is a gutter system, it is a series of rods.  The architect has a name for it.  I do not know what it is.  Our house does not have gutters and leaders.

Greenbaum - We are concerned about erosion.  It may create silt in the stream and we are wondering how you can prevent that.

Hackenberg - Our house has never had a drainage system.  We have ground covers.

Kane - Good, that will stop the flow.

Hackenberg - It was very important for us not to have water dripping down the front canopy.

Discussion followed over plans.

Kane - There are no gutters shown on the plans.

Greenbaum - So, where does the water get carried?

Kane - Straight down off the house.  They will need ground covers to break the flow.

Hackenburg - I do not think there was going to be any gutters, only a rain guard across the front.  It will not have gutters or down spouts.

It is all grass and pacasandra around the house and grass and pacasandra in areas off the side.  In front it is grass and heavy clumps of bog grass along the edge of the stream for protection.

Greenbaum - What is underneath the deck?

Hackenburg - It is a couple of inches of gravel and we will leave it that way.  The only change to that will be lattice to cover up that area.

Greenbaum -  Is there a slope?

Hackenburg - It is a very mild gentle slope to the edge of the brook.

The applicant submitted photos of the pacasandra and grassy area near the stream/brook.

Greenbaum - If this were an application for new construction, the improvement would not be allowed.  He would need to build outside the prohibited buffer zone.  But, this deck was built prior to the Wetlands Law.

The Board agreed that the construction will have little, if any effect on the stream and the pacasandra and the bog grass will help to slow the flows and help to prevent erosion.


Kane - Any other questions?

Greenbaum - Made motion to approve the application as submitted with the following condition:

               The stream will be protected with silt fencing and hay bales.




NEW BUSINESS:



NEW MEMBER OF WCC:

Kane - I would like to announce that Jason Stern has been appointed as a member of the Water Control Commission by the Village Board.

The members of the Board welcomed Mr. Stern.

DRAINAGE AWARNESS PROGRAM:

Kane - I have submitted a plan for a stencil of a striped bass which I am planning on using in the catch basins to help raise public awareness and prevent dumping in the catch basins.  This program is financed through a grant.  These stencils can be used by Boy Scouts, Girl Scouts, or anyone else who may be interested in using them.  We have many volunteer groups who may be interested in helping.  We can use spray paint.  I have presented this to the Village Engineer, Village Manager, and Dept. of Public Works and they approved of it.  The Village Engineer suggested we start on Riverside Ave.


STORM WATER WORKSHOP MEETING ON OCTOBER 17, 2003:

Kane - I attended the Storm Water Workshop Meeting on October 17, 2003.  It was an all day session and we were given materials and a lecture by seven individuals who have different expertise on storm water control.  I will be sending out a short synopsis.  

Fran Allen has been appointed as Liaison to the Westchester County Committee to help stop the siltation of the Croton Bay, where the Canoe Launch is.

We expect a decision on December 15, 2003, as to whether or not the pipeline will be approved.


NEXT MEETING:

The Board stated that the next WCC meeting will be held on December 3, 2003, due to the Holiday.
